November 8, 2022 General Municipal Election
The General Municipal Election will be held on Tuesday, November 8, 2022, for the election of three (3) Members of the City Council and four (4) local ballot measures. The Nomination Period closed at 5:00 p.m. on August 17, 2022. The August 12 deadline was extended due to two incumbents not filing nomination papers. There are no write-in candidates for this election.

The Safe, Accessible and Preferred Voting Option in 2021
All registered voters in Los Angeles County will be mailed a Vote by Mail ballot. Vote in the safety of your home by returning your Vote by Mail ballot.
Mailing of Vote by Mail ballots are mailed no later than 29 days prior to Election Day.

There are multiple options on how to return your ballot:

- In person at any Vote by Mail Drop Box location (Hermosa Beach Vote by Mail Drop Box located behind the Hermosa Beach library across from City Hall 1315 Valley Dr.)
- At any Vote Center in L.A. County (https://locator.lavote.net/locations/vc)
If your ballot is postmarked by Election Day and received within 7 days (EC, § 1605(d).) by County elections Department we will process, verify and count that ballot.
How to return your Vote by Mail ballot
Safe and accessible in-person voting will be available in this election beginning Saturday, September 4 at select vote centers. The Hermosa Beach Community Center will host a vote center, and voting will start September 11 through September 13 from 9:00AM to 8:00pm. CASTING YOUR BALLOT:
Hermosa Beach residents have the following options for casting their ballots for the May 11, 2021 Special Municipal Election:
- Return ballot by mail via the United States Postal Service
- Return ballot via a bona fide private mail delivery company. (UPS, FED-Ex etc.)
- Voters may also drop off a ballot at the Vote-By-Mail drop box located behind the Hermosa Beach library across from City Hall.
- Vote in person at the Norwalk Registrar County Clerks office. Located at 12400 Imperial Hwy Norwalk, CA 90650
Mail-in ballots must be postmarked by Election Day (May 11) and received by the county registrar within 3 days of the election in order for your vote to be processed and counted. Remember to sign the envelope on your vote-by-mail ballot. Ballots will be accepted at the drop box at the Hermosa Beach library until 8 pm on Tuesday, May 11.

A Special Municipal Election will be held in the City of Hermosa Beach on Tuesday, May 11, 2021, for the following Officer: ONE MEMBER OF THE CITY COUNCIL (remaining term 22 months) *(The terms of office for those elected in November of 2017 were extended by one year to accommodate the election date change from odd-numbered years to even-numbered years effective November 2022, as approved by the City Council.)

Los Angeles County will hold a General Election on November 3, 2020 that includes an opportunity for voters to weigh in on State and County Ballot Measures, Local District Offices (Beach Cities Health), State and Federal Representatives, and the Presidential Election. Volunteer as an Election Worker
LA County typically recruits up to 17,000 election workers to help staff hundreds of voting centers throughout the County. The County is seeking election workers for the upcoming November 2020 election and offers stipends for those who serve. Workers must be at least 18 years old, a California resident and registered to vote or a legal permanent resident.

Cast Your Ballot
There are several options for voting safely this election cycle including vote by mail, returning a ballot to a drop-off box, or voting in person. Find additional information on each option below.
Vote by Mail
This year, all registered voters in California will automatically be sent a vote-by-mail ballot beginning on October 5, 2020. Ballots sent by mail must be postmarked on or before November 3, 2020 and received by LA County elections office no later than November 20, 2020.

Reminders
Election workers will follow strict County and State public health and safety guidelines to provide a safe voting environment. Remember to wear a clean face-covering and maintain 6 feet of distance from other voters and election workers.
- Lock and secure your vehicles/ bicycles.
- Don’t leave valuables out in the open.
- Report suspicious circumstances (310-524-2750) such as unattended packages, backpacks at or near polling places, persons acting erratically, aggressively or observed to be in possession of weapons.
- Campaigning within 100 feet of a Vote Center is a misdemeanor.
- Intimidating voters is a felony.
- Interfering with an election official and their process is a felony.
- Bribing in exchange for a ballot cast is a felony.

Election Results - November 5, 2019 General Municipal Election - visit the Los Angeles County Registrar-Recorder / County Clerk election results site:
- City Council - 2 seats - five-year terms - Justin Massey & Michael Detoy
- City Treasurer - five-year term - Karen Nowicki
- Measure H - Approved - increases the City's Transient Occupancy Tax rate (also known as the "hotel tax") from 12% to 14%
- Measure CC - Approved - changes the City Clerk to an appointed instead of elected position.
Election results will be certified by the Secretary of State after Los Angeles County reports final results no later than November 15, 2019 after vote by mail, provisional and other ballots are processed and other certification activities are completed.

Ballot Initiative - Measure H - Transient Occupancy Tax
Hermosa Beach is well known for providing the excellent City services residents expect and deserve. By keeping our city safe, clean and well-maintained, the quality of life and property values for local residents are protected while keeping Hermosa Beach a special place to live, work and play.
On July 9, 2019, the Hermosa Beach City Council unanimously placed Measure H on the November 5th ballot. Measure H – a proposed 2% increase in the local bed tax – would apply only to hotel and lodging guests, ensuring out-of-town visitors to Hermosa Beach continue to pay their fair share for their use of City roads, public safety and other City services.
Measure H is not a tax on Hermosa Beach residents or homeowners who are not guests in local hotels and lodging. By law, all money raised by updating the hotel tax must be used to fund City services in Hermosa Beach, and it can’t be taken away by the County or the State.
Public safety is a top priority for our residents. If enacted, funds generated by Measure H would help support 911 response times, police, fire and paramedic services, and other essential City programs.

Ballot Initiative - Measure CC - Appointive City Clerk
The City Council also voted unanimously to place Measure CC on the November 5th ballot. Measure CC gives voters the choice of whether to make the City Clerk an appointed professional position or continue as an elected one. Whether appointed or elected, the City Clerk works for the people. The current City Clerk is retiring this year, and there are no candidates for the position. As California elections, election security, technology and public interface have become more complex over the past few decades, so have the duties of local city clerks, which are now far more numerous, digital and technical. Of Los Angeles County’s 88 cities, nearly 77% currently have appointed, professional city clerks, and approximately 80% of California cities currently appoint their professionally trained clerks, which is why the City Clerk recommended this issue be placed before the voters. VOTERS MUST RETURN THEIR VOTED BALLOTS BY MAIL OR IN PERSON TO CITY HALL using the Return / Identification Envelope provided in the packet. Be sure to sign your name on the back of the Return Envelope. The Return Envelope with enclosed ballot must be RECEIVED by the Election Official (City Clerk) no later than 8:00 p.m. on Election Day. (March 1, 2016)
You may return your Vote By Mail Ballot in person at City Hall, in the Office of the City Clerk at 1315 Valley Drive, Room 203, Hermosa Beach, Monday through Thursday from 7:00 a.m. to 6:00 p.m., and from 7:00 a.m. to 8:00 p.m. on the day of the election. (March 1, 2016)
If you return the ballot by mail, a Vote By Mail Ballot shall be counted ONLY if received by the Election Official no later than three days after the election (March 4, 2016) and postmarked or time/date stamped on or before Election Day (March 1, 2016).
