The Administrative Services Department is comprised of three divisions, Finance Administration, Revenue Services, and Human Resources.

- City budget preparation - operating & capital
- Citywide fee schedule
- Financial reporting, accounting and management
- Payroll services
- Purchase orders & procurement management
- Tax rebates & exemptions for eligible seniors and differently-abled individuals
- Transient Occupancy Tax (TOT) administration
- Unclaimed funds processing
- Animal licenses & permits
- Bus passes & taxi card
- Business licenses
- Garage sale permits
- Parking citations - payment processing / citation records / administrative review or hearing requests
- Parking permits - residential, contractor (30 days), daily, downtown City lot/structure (monthly - good for City Lots A, B & C), driveway, employee, oversized vehicle annual registrations (24-hour permits issued by Police Department at no charge to valid registration holders, subject to certain limits), replacement, temporary one-day event and temporary rental vehicle.
- Towed or impounded vehicles - payment processing - obtain release form from Police Records office at 540 Pier Avenue - phone (310) 318-0360
- City claim form - please submit form to the City Clerk's office.
- Civil Service Board - review and approval of City position class specifications.
