The City currently offers the following residential tax rebates and exemptions for eligible homeowners meeting certain age, ability status, residency and/or income requirements:
- Sewer service charge - property tax rebate - file application annually
- Street lighting & landscape assessment - property tax rebate - file application annually
- Utility User's Tax exemption - one-time filing unless residency or utility bill account status changes
Sewer service charges fund City sewer main line replacements and system maintenance to prevent overflows, leaks and spills due to aging infrastructure. Street lighting and landscape assessment fees fund City street lighting repairs and maintenance and median landscaping efforts. Utility User's Tax proceeds fund general City operations (e.g. public safety, public works, parks and recreation and other services).
Sewer Service Charge - Property Tax Rebate:
100% of sewer service charges assessed on your annual property tax bill may be rebated based on property type: single family residence & condominiums OR multi-family residences. For multi-family residences, only the portion for your specific unit will be rebated.
Eligibility Requirements: Hermosa Beach homeowners are eligible if the applicant:
- Resides at the property being assessed; AND
- Is 65 years or older as of July 1 (the date of the levy) with a gross household annual income of $75,000 or under; OR is permanently disabled with a gross household annual income of $75,000 or under.
The City is currently accepting applications for the 2024/25 annual assessment rebate--to apply, submit the following to the Finance Administration division no later than Monday, October 13, 2025:
- A completed Sewer Service Fee Rebate Application and Affidavit
- Property tax statement
- Proof of payment(s) of property taxes; and
- Proof of age
Street Lighting and Landscape Assessment - Property Tax Rebate
The street lighting and landscape assessment property tax rebate is $24.61. If you are a senior (62+) qualifying for the sewer service charge rebate above, you automatically qualify for both rebates and only need to complete the Sewer Service Charge Rebate Application.
Eligibility Requirements: Hermosa Beach homeowners are eligible for a partial rebate of the street lighting and landscaping assessment of their yearly property tax bill if the applicant:
- Resides at the property being assessed; AND
- Is 62 years or older as of July 1 (the date of the levy); OR is permanently disabled (physician statement required) with a total household income of less than $9,000 for the prior calendar year.
The City is currently accepting applications for the 2024/25 annual assessment rebate--to apply, submit the following to the Finance Administration division no later than Monday, October 13, 2025:
- A completed Street Lighting Tax Rebate Application
- Property tax statement
- Proof of payment(s) of property taxes; and
- Proof of age
Utility User's Tax Exemption
The City offers an exemption to paying the utility user's tax (UUT) to qualifying residents on utility bills for their personal residence. The current tax rate is 5.5% for telecommunications (land-line phone, wireless phone, and cable/FIOS) and 6% on electricity, gas, and water services.
The UUT exemption is permanent, unless there is a change in service providers or account options once the original application has been approved and the exemption applied to the accounts. If you should change a service provider or account option, please reapply. It is suggested that residents periodically audit their utility bills to ensure they are still receiving the exemption once it has been applied to their accounts.
Eligibility Requirements: to qualify for this exemption, the applicant must meet the following:
- Resident is 62 years of age or older (proof required); OR
- Resident is permanently disabled (physician statement required) AND total household income was less than $9,000 for the previous calendar year.
Once an application is approved and submitted to the utility service provider, the service provider has 60 days to apply the exemption to the accounts.
To apply, submit the following to the Finance Administration division:
- A completed Utility User's Tax Exemption Application; and
- Proof of age
