Overview
The Code Enforcement Division is dedicated to enhancing the quality of life in the City of Hermosa Beach by enforcing City and State codes. These codes are essential in keeping the City of Hermosa Beach safe and maintaining a neat and orderly appearance. Our dedicated and professionally trained officers are focused on serving the community by performing community outreach, promoting health & safety, and undertaking fair and impartial enforcement efforts.
Code Enforcement is focused on:
- Building without permits
- Illegal signs and banners
- Property nuisances
- Short term vacation rentals
- Conditional use permit violations, particularly for late night drinking establishments.
- Construction activity
- Business regulations
- Illegal dumping, and stormwater/urban runoff pollution

Frequently Encountered Code Issues
Public right-of-way: Tables, chairs, signs, and merchandise are not allowed on the public sidewalk or street unless all required permits are obtained. In some cases it may not be possible to obtain authorization.
Vacation or Short-term rentals: Short-term rentals less than 30 days are prohibited in residential zones Citywide.
Banners: Temporary banners require a banner permit. Generally, the cumulative total allowance for all banners is 90 days per calendar year.

Code Enforcement and Penalties
Limit on processing applications: Hermosa Beach Municipal Code Chapter 2.84 - Any illegal condition existing on property in the City shall be remedied before an application for a permit, license, contract or other entitlement provided for in this code (other than permits necessary to cure the illegal condition) shall be accepted as complete or processed in connection with that property.
