How to Pay an Administrative Citation
- By credit card: the City accepts Mastercard, Visa and American Express--a 2.75% processing fee will apply to all credit card transactions. Complete a City Credit Card Authorization Form and select one of the options below:
- Mail or deliver to: City of Hermosa Beach - Revenue Services, 1315 Valley Drive, Room 101, Hermosa Beach, CA 90254
- Place in the drop box by the front door of City Hall

- In person: payments may be made at the Revenue Services Division (City Hall – 1315 Valley Drive, Room 101) during regular business hours Mon-Thu 7 AM to 6 PM. We accept Mastercard, Visa, American Express, or checks. Please be advised that we do not accept unrolled coins in payment of amounts greater than $5.00. Payments are accepted in the drop box by the front door of City Hall (credit card authorization forms or checks only--no cash please).

Contesting an Administrative Citation
Administrative Hearing Request - Step 1
- To contest an administrative citation, please fill out and return the Request for Administrative Hearing for Administrative Citation form (.pdf) with any supporting documentation to the Revenue Services Division within 30 days of issuance of the citation (see below for submittal instructions). You may also complete the form online here.
- In addition to submitting the Request for Administrative Hearing, you must pay the full amount of the administrative citation penalty or request a Hardship Waiver for an Administrative Hearing to be scheduled.
- To request a Hardship Waiver, complete the Request for Advance Deposit Hardship Waiver Application for Administrative Citation and submit to Finance Cashier within 10 days of the citation issuance. Claims of hardship are reviewed and approved by the Community Services Division. For more information, please read HBMC 1.10.090(B).
- Administrative hearings will be scheduled by appointment within 90 days of the hearing request. You will have the opportunity to provide testimony and evidence on your administrative citation by phone or Zoom to the Hearing Officer or you may opt not to attend and let your original statement and prior submitted evidence act as your testimony.
- The Hearing Officer’s decision to uphold or dismiss your citation is final and results will be mailed to the address provided.

Request for Judicial Review- Step 2 (if needed)
You may appeal the decision of the Administrative Hearing Officer to the Superior Court. You must:
- Request judicial review within 20 calendar days of the date of service of the decision of the administrative hearing officer by submitting the applicable fees at Los Angeles Superior Court, 111 N. Hill Street, Los Angeles, CA 90012.
- Serve a copy of the Notice of Appeal upon the City either in person or by first-class mail.
