Overview
IN-THE-ZONE continues the second phase of a two-phase effort to comprehensively update Title 17, Zoning Ordinance, and Title 16, Subdivisions Ordinance, of the Hermosa Beach Municipal Code which govern land use and development. This effort follows the City’s adoption of PLAN Hermosa in 2017, which expressed the community’s long-range goals for the future of Hermosa Beach. The Zoning Code Update is intended to create a flexible, user-friendly set of land use and development regulations that serves as an effective tool to implement the community’s vision.
The work on the Zoning Code Update began in 2020 with an Assessment Report of current regulations. In addition to updating the regulations for consistency with PLAN Hermosa, the report identified that the regulations need to be modernized to reflect current uses and practices, clarify procedures, and streamline review processes. Between 2021-2022, the Planning Commission and City Council held a series of meetings on various zoning topics including land uses, development standards, and administrative procedures. In 2023, the City focused on the Housing Element update. IN-THE-ZONE will build upon the recommendations of the Assessment Report, the Economic Development Committee, Stakeholder Groups, and previous planning documents.
