Recent Project Updates
October 2024
Clark Building Renovation Construction Launch event took place on October 2. Construction started on October 7, 2024. October construction activities include building abatement and demolition.
September 2024
Construction contract with Solex Construction, Inc. for the Clark Building Renovation Project was executed on August 28, 2024. Pre-construction activities are underway. Start of construction is anticipated by October 7, 2024, with an anticipated completion date in Spring 2025. Additional schedule information to be provided as it becomes available.
July 2024
On July 9, 2024, City Council awarded a construction contract to Solex Construction, Inc. for the Clark Building Renovation Project. The contract is currently being processed and the construction schedule will be further defined once the contractor is active. However, staff anticipates a construction start as soon as August 2024 with an anticipated completed date in Spring 2025.
Project Scope
The renovations will include the following:
- New commercial kitchen per current Los Angeles County Department of Public Health requirements, including new appliances, fixtures, storage cabinets, counter tops, flooring, grease trap system, and lighting;
- New electric powered heating, ventilation and air conditioning (HVAC) system;
- New audio-visual system including built-in speakers, overhead projector, and roll-down projection screen;
- Architectural upgrades including:
- Furred out walls to hide system components such as electrical conduit and provide a new smooth wall surface throughout;
- New decorative accents on the ceiling;
- Acoustic ceiling panels for sound absorption;
- New commercial grade vinyl flooring;
- New interior and exterior light fixtures;
- Complete interior and exterior cleaning and painting; and
- Restored original signage on the exterior of the building;
- New sewer lateral and connection;
- New plumbing system to accommodate the updated restrooms and commercial kitchen, including new floors drains for ease in maintenance;
- Site improvements including new concrete walkways and ramps to current accessibility standards, decorative enclosures around the refuse storage area and HVAC units; new accessible entrance to the Lawn Bowling Club, and refreshed landscaping and irrigation;
- Completely renovated restrooms to current accessibility standards, including new fixtures, partitions, vanities, mirrors, flooring, and lighting;
- New electrical system including wiring and upgraded service connection necessary to serve the enhanced building components;
- Asbestos and lead abatement work throughout the building; and
- Necessary demolition work associated with the renovation.
Project Background / Timeline
April 2024
Staff has completed refinements to the project design and re-advertised the project for construction on April 24, 2024.
On April 9, 2024, staff re-opened the Clark Building on an interim, limited use basis following completion of the sewer line replacement and other minor maintenance items. Those interested in reserving the facility, please contact Community Resources at (310) 318-0280 or hbconnect@hermosabeach.gov with what your reservation would entail. If the City determines its able to accommodate your request, staff will provide the facility rental application.
March 2024
Staff is actively working on the sewer line replacement and minor maintenance items to re-open the Clark Building on an interim, limited use basis. Those interested in reserving the facility, please contact Community Resources at (310) 318-0280 or hbconnect@hermosabeach.gov with what your reservation would entail. If the City determines its able to accommodate your request, staff will provide the facility rental application once the interim opening date is confirmed. Concurrently, staff is refining the project design to prepare for re-advertisement.
February 2024
On February 27, 2024, City Council approved a motion to reject all bids for CIP 689 Clark Building Renovations and direct staff to refine the project design and readvertise the project. Council also directed staff to re-open the Clark Building on an interim, limited use basis subject to completion of the sewer line replacement and other necessary minor maintenance items.
December 2023
On December 21, 2023 the City received 5 construction bids. Staff has performed a bid analysis in coordination with the design team and the City's on-call building construction engineers.
On December 6, 2023 staff held a mandatory pre-bid site walk with prospective bidders.
November 2023
On November 16, 2023 the City issued Notice Inviting Bids 23-009 inviting experienced and highly qualified construction teams to submit a bid for construction of the project through a competitive process.
Fall 2023
Final design approvals were obtained from the Public Health Department and the City’s Building and Safety and Planning Divisions. The architectural design team put together a materials board with renderings of the building interior and exterior to show the design intent.
2022 - 2023
- Staff actively worked in coordination with the City’s architectural design team to advance and complete the final design plans and engineering components of the project, including but not limited to the commercial kitchen per Public Health Department requirements, electrical upgrade requirements in coordination with Southern California Edison (SCE), site accessibility improvements, the audio-visual system, HVAC components, and the flooring system.
2022
- January 25, 2022 - Staff and the project architect presented the preliminary building design at the City Council meeting however design modifications were subsequently required to bring the building’s kitchen to commercial standards per the requirements of the Los Angeles County Department of Public Health.
2021
- November 17, 2021 – Staff and the project architect presented design updates at the Public Works Commission meeting.
- November 2, 2021 – Staff and the project architect presented design updates at the Parks, Recreation and Community Resources Advisory Commission meeting.
2020
- October 19, 2020 – Community Resources Department held a virtual community forum as part of the City’s outreach efforts to develop plans for future improvements to the interior of the Clark Building. The presentation from that forum can be found here.
- September 14, 2020 – Community Resources Department issued two community surveys: one for facility users and one for nearby residents. One hundred thirty-one responses to the Clark Building survey were submitted between September 16 and October 7, 2020.
- May 28, 2020 – Staff selected The Albert Group to design the Clark Building renovations.
2018
- July 3, 2018 – Parks, Recreation and Community Resources Advisory Commission reviewed the preliminary design and recommended that the kitchen design be part of a facility-wide redesign.
- June 12, 2018 – City Council expanded the scope of the project to include a new HVAC system, new lighting in the ballroom, and ADA access to the building.
2017
- June 15, 2017 – City Council approved CIP 689 Clark Building Renovations with the purpose of remodeling the kitchen and restrooms and painting the exterior of the building. The bulk of the work was to be done by City maintenance crews.
