City of Hermosa Beach COVID-19 Update for 6.30.20

To help keep the community informed, the City of Hermosa Beach is providing regular updates featuring the latest news about COVID-19; related local updates; and how the City is working to meet the needs of the community and protect public health.

Local Updates

City Council Special Meeting Wednesday to Consider Additional Measures for Fourth of July Weekend: The Hermosa Beach City Council will hold a Special Meeting at 4 p.m. on Wednesday to consider additional measures over the busy Fourth of July weekend to reduce the risk of the transmission of COVID-19. The Council will consider closing Parking Lot A, requiring restaurants to close at 10 p.m., eliminating queuing or waiting in line outside restaurants and other additions to the City’s Emergency Order for the Fourth of July weekend. The public can provide email, phone or written comments at the Council meeting. The meeting agenda, staff report and directions for watching and participating in the meeting are available on the City’s website. In addition to the Council’s actions, L.A. County Public Health Department issued an amended Public Health Order on Monday that closes all the County’s beaches, piers and bike paths -- including Hermosa’s beach, pier and Strand -- from 12:01 a.m. Friday, July 3, to 5 a.m. Monday, July 6. 

COVID-19 Business Reopening Q&A: Safe in the South Bay Webinar Tomorrow: The Chambers of Commerce representing the beach cities will host a virtual webinar “COVID-19 Business Reopening Q&A: Safe in the South Bay Webinar” tomorrow, July 1 from 3 – 4 p.m., to assist local businesses in safely reopening. The webinar will include an opportunity for Q&A with Liza Frias, Los Angeles County Department of Public Health Director of Environmental Services, and comes as Hermosa Beach and other South Bay cities launched the Safe in the South Bay campaign today. Liza will be able to answer any questions about compliance with LA County reopening protocols and offer guidance for businesses navigating all of the health regulations. Los Angeles Regional COVID Fund Offers COVID-19 Recovery Grants: The Los Angeles Regional COVID Fund will provide grants of $5K to micro-entrepreneurs and $15K for small businesses and nonprofits affected by the ongoing unprecedented economic pressures caused by COVID-19. The program will also offer loans, coaching, and technical assistance in multiple languages. Applications for the first round of funding will open July 6. Los Angeles County Update: The L.A. County Department of Public Health today reported 45 new deaths and 2,779 new cases of COVID-19, marking the third consecutive day of new cases numbering more than 2,100. To date, Public Health has identified 103,529 positive cases of COVID-19 across all areas of L.A. County, and a total of 3,369 deaths. The County reported three additional COVID-19 cases in Hermosa Beach today, bringing the City’s total to 77 COVID-19 diagnoses and 2 COVID-19 related deaths. There are 1,783 people currently hospitalized L.A. County, 26% are in the ICU and 18% are on ventilators. This is significantly higher than the 1,350 to 1,450 daily hospitalizations seen in recent weeks.

State & Federal Updates

$600 California Unemployment Payment Ending Early: According to the U.S. Department of Labor, the CARES Act-funded extra $600 in weekly unemployment benefits that are due to expire on July 31 may end a week earlier in some states including California, where the Labor Department ends its pay cycle on July 25. This news comes after 2.8 million residents filed for unemployment in April, according to the California Employment Development Department.

Governor Newsom Signs 2020 Budget Act: Gov. Gavin Newsom today signed the 2020 Budget Act – a $202.1 billion spending plan that he said strengthens emergency response, protects public health and safety and promotes economic recovery while relying on anticipated federal funds to help close a $54.3 billion budget shortfall caused by the COVID-19 recession.

Governor Plans to Announce New COVID-19 Restrictions Ahead of Fourth of July Weekend: Governor Newsom said he planned to announce new restrictions on Wednesday ahead of the Fourth of July holiday weekend in a briefing today, continuing to reverse course on reopening California as COVID-19 infections and hospitalizations continue to rise.

European Union Will Block U.S. Visitors During COVID-19: When the European Union reopens its borders to more than a dozen countries tomorrow, visitors from countries with severe COVID-19 outbreaks, including the U.S., will be barred from entry according to the E.U.’s official statement, 

CDC Asks Younger Americans to Wear Masks as 15 States Report Highest Weekly COVID-19 Rates: During comments to a U.S. Senate Committee hearing discussing COVID-19 today, Dr. Robert Redfield, director of the U.S. Centers for Disease Control and Prevention (CDC), specifically asked younger Americans to wear masks to curb the spread of COVID-19 as 15 states reported recording their highest seven-day averages of cases on Monday, according to Johns Hopkins University. In the same hearing, Dr. Anthony Fauci issued a stark warning to lawmakers on Capitol Hill, telling them he wouldn't be surprised if the U.S. sees new cases of coronavirus rising to a level of 100,000 a day, if current reopening circumstances continue.

Global Coronavirus Figures: There are almost 10.4 million confirmed cases of COVID-19 worldwide, and more than 508,000 COVID-19 related deaths have occurred across the globe as of June 30, according to Johns Hopkins Coronavirus Resource Center.

Please continue to follow public health experts’ recommendations to avoid spreading the coronavirus including frequent handwashing, wearing a face covering, keeping a safe distance from one another, and staying home if you are ill. Public Health has issued the following guidance during this time of increased spread: If you are mildly sick, stay home for at least seven days or until 72 hours after being fever free, whichever is longer. Call your doctor if you are concerned and/or your symptoms worsen. Individuals who are elderly, have underlying health conditions or pregnant should consider contacting their providers earlier when they are sick. More information is available here
